Vickie Molzen
It is with heavy hearts that we announce the passing of former Public Authority Executive Director, Vickie Molzen. Vickie passed away on June 25, 2024, at home surrounded by her family. She served as the Executive Director of the Public Authority from 2015 – 2020. Vickie formerly worked for the County of San Diego for 29 years, and prior to that, she worked for the County of Los Angeles.
In her long public service career, she was always an advocate for helping and guiding others, for lifting people up, and for using her strengths and skills to help improve the well-being of those she encountered. She made a difference in the lives of many IHSS recipients and caregivers and also had a tremendous impact on the staff with whom she worked. Her personal life was full of activities and interests – traveling, reading, animals, and everything-Mexico (especially Mexico City).
She most valued spending time with her family including her husband Dave, her children, Heather and Jon, her daughter-in-law, Ciara, and her new granddaughter. She has left behind a lasting legacy at the Public Authority, and the lives of so many have been forever brightened by having known her.

Albert "Bud" G. Sayles
It is with heavy hearts that we announce the passing of Albert G. “Bud” Sayles. Bud passed away on Friday, May 26, 2023, surrounded by family members and friends. He was the first employee and Executive Director of Public Authority since its creation in 2001 until 2015. Bud was formerly the Executive Director for Access to Independence and received his undergraduate degree from the University of California, Davis. Bud was a spinal-cord injured quadriplegic since a 1971 fall that left him paralyzed from the upper chest down. He was an IHSS recipient of services for approximately 25 years. Bud was a passionate advocate for most of his disabled life, he fought for legislation that now benefits low-income seniors and people with disabilities. On a very personal level, Bud understood the value of IHSS caregivers and had a great deal of empathy for IHSS recipients. He has left behind a lasting legacy at Public Authority and the disabled community throughout the State of California.
